Current definitions of Cultural Competence describe the ability to understand, communicate and effectively interact with people across cultures. Language is the most important vehicle to address communication and all the ancillary cultural aspects but It is largely taken for granted that such interactions occur within the same language. In the United States this assumption results in a myriad of negative consequences for almost 30 million people that don’t speak English and need access to public services such as healthcare, education, social and legal services. They experience worse outcomes than any other demographic.

Since the overall performance of any system and organization is linked to client’s outcomes, lack of effective language services is bad for business.

Language plays a role in the successful and equitable access to public services such as healthcare, education, social services, the judicial system among many others. Lack of proficiency in the dominant language results in negative consequences and poor outcomes for users and providers of vital services.

In the United States 9% of the population is limited English proficient. The majority work high risks robs, are uninsured, and will need public services at some point. Language barriers impact their ability to communicate effectively and to have equal access to public services. Professional interpretation is an essential service for this population and must be provided by trained personnel.

Equal access aims to provide comprehensive and culturally appropriate language services.
